El presente trabajo muestra cómo el gobierno autónomo descentralizado del cantón Portoviejo, en Ecuador, respondió al movimiento telúrico ocurrido en abril de 2016, con respecto a la utilización del presupuesto y el Plan Operativo Anual (POA) en casos de desastres naturales. Para ello, se obtuvo y analizó el presupuesto y el POA aprobado por el Concejo Municipal en el periodo en cuestión; se verificaron los rubros afectados para enfrentar las pérdidas que ocasionó el evento; se cuantificaron los recursos no percibidos por la municipalidad provenientes de la recaudación de impuestos, tasas y contribuciones; se identificaron las inversiones planificadas por la municipalidad y se suspendió o prolongó su ejecución. Finalmente, se determinaron los valores recibidos por la entidad de parte del Gobierno Central y se analizó el destino de esos recursos.

This paper shows how the decentralized autonomous government of the Portoviejo Canton in Ecuador responded to the 2016 earthquake with regard to how it managed the budget and implemented the Annual Operating Plan for natural disasters. For this, the budget and the Plan approved by the Municipal Council for the period in question were examined. Areas affected by the earthquake were identified; damage caused was assessed; the income that wasn’t gained by the municipality through taxation was quantified; investments planned but delayed or not made at all by the municipality were identified. Finally, resources allocated by the Central Government to the municipality were determined, as well as their use.
